Novem GAVe-mail international [No. 11 - 2003]

This is the eleventh edition of the 2003 Novem "GAVe-mail International".
Novem GAVe-mail International appears irregularly but at crucial moments. You can unsubscribe or subscribe per e-mail. The Novem GAVe-mail keeps you informed about activities and progress of the chain demonstration programme for Climate Neutral Gaseous and Liquid fuels. Novem (Netherlands Agency for Energy and the Environment) is responsible for this programme, and has been commissioned by several Dutch Ministries (Housing, Spatial Planning and Environment, Economic Affairs, and Transport, Public Works and Water Management). The GAVE programme aims to accelerate the market introduction of climate-neutral energy carriers in order to achieve a trend reversal of greenhouse gas emissions.

1. European Commission publishes directive on exempting excise duty for biofuels
On 27 October the European Commission published the directive making it possible for Member States to exempt biofuels from excise duty. This is in support of the recently adopted EC biofuel directive, which stipulates reference percentages for biofuels of 2% (end 2005) and 5.75% (end 2010).
Article 16 of the new directive makes reduction or exemption of excise duty possible for a period of up to six years. However this period can be extended, provided the decision to do so is taken before 31 December 2012.

2. New reports on the GAVE website
New reports, projects and links are regularly added to the GAVE website and are easy to recognise by the tag [new].
Status and prospects of biological H2 and CH4 production is a recent publication by the Dutch Biological Hydrogen Foundation, which provides an overview of the state-of-the-art microbiological production processes for hydrogen and methane from biomass, with or without using sunlight. The future prospects for these processes are also considered. The authors are top researchers affiliated to Dutch research groups working together in the Netherlands Biohydrogen Network. Although biological H2 production processes are still in the R&D phase, the amount of suitable raw material available (wet biomass, residual flows and residues) is so large that it is worth using this for long-term sustainable energy production. This would allow the development of combined biohydrogen and biomethane production processes to fit into the transition phase of working towards a sustainable energy supply.

3. New links on the GAVE website
New reports, projects and links are regularly added to the GAVE website and are easy to recognise by the tag [new].
  • The Climate Neutral Network aims to increase the market demand for climate-neutral products and services. The network is growing fast and already includes an impressively large number of participants.
  • The Journey to Forever website contains lots of information on biodiesel – from scientific articles on the effects of biodiesel in a combustion engine, to instructions on converting your car to use biodiesel. An extremely varied website!
  • The Netherlands Biohydrogen website focuses primarily on biological hydrogen production. The site also allows users to access the Netherlands Biohydrogen Network and to look at various projects. Another section of the site includes recent publications by the Network (see also New Reports in this GAVe-mail).

4. USA – Scientists query the use of fossil fuels in the Hydrogen Roadmap
The American Solar Energy Society (ASES) suggests that the US Department of Energy’s Hydrogen Roadmap is a dead-end scenario, as long as the hydrogen is primarily produced using fossil fuels and nuclear energy (as currently planned). In a recent publication ASES lobbies for the role of sustainable energy in hydrogen production to be increased.

5. USA - International partnership for a hydrogen economy
The opening meeting of the International Partnership for a Hydrogen Economy (IPHE) will take place in Washington on 19-21 November. Ministerial representatives from 13 countries, plus the European Commission, are expected to attend. The IPHE will coordinate the worldwide research and application of hydrogen.

6. USA – Methane gas from coal mines used in fuel cells
The US Department of Energy supports a project where methane gas from a coal mine in Ohio is used as fuel for a fuel cell. The project aims to show the viability and advantages of producing electricity via this method.

7. Developments with hydrogen vehicles
Honda has developed a special membrane whereby fuel cells continue to function up to 20 degrees below zero. This solves one of the greatest problems for the non-stationary application of fuel cells. The new fuel cell has been improved in several ways. Using it in the Honda FCX achieves a 10% fuel efficiency improvement.
Mitsubishi has now developed a minivan that is propelled by a fuel cell. Ford is planning to test the hydrogen-based Ford Focus in Canada next year.
Manufacturers recently presented their new models at the Tokyo Motor Show.  Developments in hydrogen cars are now proceeding at a much faster pace and should result in more general use of these vehicles around 2010.  Nissan, Mazda and Mitsubishi all launched their latest hydrogen cars in Tokyo.
Fiat recently presented prototypes of the hydrogen-fuelled versions of the Seicento and Panda at a special event for hydrogen vehicles in Milan.
The US Department of Energy’s recently published Fuel Economy Guide includes a whole range of information on issues such as fuel consumption, alternative fuels and hydrogen cars.
